🪖 Judge limits tear gas use in Portland

Good morning, Portland! A federal judge has temporarily barred the use of tear gas and other nonlethal munitions at the U.S. Customs and Immigration Enforcement building — unless there’s an “imminent threat of physical harm” to federal agents or others.

The ruling comes in a case filed last year on behalf of protesters and journalists — and after a weekend when federal agents deployed tear gas against demonstrators.

In a well-functioning constitutional democratic republic, free speech, courageous newsgathering, and nonviolent protest are all permitted, respected, and even celebrated. In an authoritarian regime, that is not the case.

Tear Gas at the Weekend Protests

Protesters on Saturday were taken by surprise at a march that appeared family-friendly until federal agents tear-gassed the crowd. Many attendees said they didn’t hear any warning messages before the gas was deployed. [City Cast Portland 🎧]

Developer Plans To Demolish All of the Lloyd Center Mall

It’s now official: Developers are planning to demolish the entire Lloyd Center mall including the ice-skating rink. The current plan would reconnect the streets throughout the 29.3-acre area, and build a million square feet of office space and more than 5,000 units of housing. There isn’t currently demand for that much office space in Portland, but the developers say they’re looking to create a corporate campus and their planned office footage is flexible. A 2.3-acre park is also part of the plan. [Oregonian]

New Video of East Portland Shooting by Federal Agents

Federal investigators have uncovered a partial video of last month’s shooting of a man and woman in East Portland by a U.S. Border Patrol agent. The view is obscured at various times and does not indicate when the shooting occurred. What is visible: A red pickup truck drives into a parking lot, followed by unmarked vehicles. Agents then approach the truck, followed by the truck hitting at least one other vehicle as it pulls out of the parking lot. [OPB]
