A federal agent shot 2 people in Portland
January 9, 2026 · — Rachel Monahan
Good morning, Portland! ☀️ It felt strange to get blasted with some sunbeams yesterday after all the gray days. If you didn’t catch a sunbreak yesterday, you’ll have another chance: It’ll be drier and warmer today and tomorrow.

What's CITY Talking About
Federal Agent Shoots Two in Portland
A U.S. Customs and Border Protection agent shot two people in East Portland yesterday afternoon during what federal officials said was a traffic stop. The U.S. Department of Homeland Security Assistant Secretary Tricia McLaughlin alleged everyone in the car was a member of the “vicious Venezuelan gang Tren de Aragua” — and that a passenger was part of a prostitution ring and involved in a recent shooting. Mayor Keith Wilson has called on U.S. Immigration and Customs Enforcement to end all operations in the city. [OPB]
Immigration Agents Impersonating Utility Workers
After an Oregon legislator highlighted a case of immigration agents impersonating utility workers, NW Natural put out guidance on how to distinguish its employees and contractors from impostors. For example, the company always schedules appointments to come into a house well in advance. Portland General Electric offers similar advice on its website. In Arizona, the governor expressed concern after immigration agents used similar tactics. [Oregonian]
We are dealing with a federal government that actually isn't super interested in the legal process in general. So this immediate threat is over, but it could turn on a dime.
Troops Go Home
After the holidays and after losing an Illinois troop deployment case at the Supreme Court, the Trump Administration officially sent National Guard troops home from a possible Portland deployment. [City Cast Portland 🎧]
- Related: Despite withdrawing the troops, the Trump administration is continuing its appeal of the decision that blocked troops from being deployed here. On Nov. 7, U.S. District Judge Karin Immergut issued a permanent injunction, barring National Guard from any state from being sent into action in Portland. The Trump administration challenged that decision at the 9th Circuit Court of Appeals. [Oregonian]

Where Is It?

The last scavenger hunt before the holidays was for the Santa Clones, which is a Portland holiday tradition from artist Chris Willis. He puts the plastic figurines somewhere and offers clues as to where to find them.
This holiday season they were located at the Splash apartment complex, on Northeast Sandy Boulevard and 27th Avenue. That’s where the old Pepsi bottling plant used to be.
“This is the first year that I found them on the first clue! I hope Chris Willis does this forever. SO much fun to see!” wrote reader Kellie R.
“A few hundred lighted Santas hidden each year for us to find. Isn’t that just so Portland?” wrote reader Amy C.
A shoutout to them and the other readers who identified the location: Susan R., Paul Diener, Brooke W., James Mc., and Kim R.
And on to this week’s scavenger hunt:

Where is this stained glass? (Hint: it’s indoors.)
Please click here to submit the location — and, for unofficial bonus points, anything you know about it.
If you’re new to the newsletter, there’s a scavenger hunt on Fridays. In next week’s newsletter, I’ll shout out the first 10 readers who respond correctly and reveal the answer.
📸 Want to submit a photo? Please email me a snapshot of somewhere in the Portland metro area, and we’ll consider it for an upcoming “Where Is It?” segment!

🍺 Before you go: A quarter of drinkers aged 21 and over take part in dry January — at least according to one poll from 2024.
So Portland breweries and bars are taking different approaches to the traditionally slow month. Tomorrow, there’s N/A Fest at John’s Marketplace in Multnomah Village, with a chance to taste some spirits of the nonalcoholic variety.
But also your local bar is hoping you’ll still come drinking.
