Good morning! I’ve been enjoying some rainy day hikes, particularly to spectacular waterfalls in the Columbia Gorge. They’re all the more powerful when it’s been raining — for months.

What do you enjoy doing when it’s all gray and rainy and Portland-y?

📲 Please share your ideas for favorite ways to get outside in winter — or stay cozy indoors. And we’ll share them in the newsletter and on the podcast.

What's CITY Talking About

Evictions From Shelters

Next month, the city of Portland will tell 80 to 90 people to leave its 24-hour shelters. That’s after the city put in place a 120-day limit on stays at alternative shelters for any residents who don’t start to get help from service providers. Some nonprofits have objected to the city policy, arguing that flexibility with some residents might be a more humane approach. [Oregonian]

Do-over on Last Fall’s Transportation Bill

Gov. Tina Kotek yesterday called for the repeal of the $4.3 billion transportation package during next month’s legislative session. A Republican-backed effort successfully gathered signatures to delay the tax hikes and potentially put them on the ballot. Kotek says it would be irresponsible to accept the new costs of the bill without a funding mechanism for them. [OPB]

Funding for the Blazers Stadium?

The Portland Trail Blazers are planning to ask the Legislature for funding to overhaul the Moda Center, the Oregonian reports. Specifically, the team is asking for the state to divert income taxes on the Blazers staff and players (as well as from visiting players) from the state’s general fund to the effort. It’s the same as how the Legislature agreed to fund a potential Major League Baseball stadium in Portland — except that basketball players’ income taxes have been revenue for the state since 1970.
