What's DC Talking About

Challenge to Diverting Climate Funding to Police

Three leaders of progressive nonprofits are suing to disqualify a proposed ballot measure that seeks to divert climate funds to hiring 400 more Portland police officers. The challenge filed last week argues that the ballot title is unconstitutional in taking budgeting power from Portland City Council. [Willamette Week]

Likely Pause on Gas Tax Hike

The Republican-backed campaign to challenge the Legislature's $4.3 billion transportation bill has turned in almost 200,000 signatures — more than double the 78,000 valid signatures required to get No Tax Oregon’s measure on the ballot. That likely halts the 6-cents-a-gallon gas tax hike, the temporary payroll tax hike, and fee increases — at least until voters have a chance to weigh in. And it will leave the Oregon Department of Transportation in a funding bind; layoffs of 10% of the staff were projected last summer. [OPB]

Woodburn Empties After ICE Crackdown

Once bustling businesses in Woodburn, Ore., are seeing a sharp decline in customers as undocumented residents stay home in the face of the U.S. Customs and Immigration Enforcement raids. The city, with a population that is 63% Latino and 31% foreign-born residents, declared a state of emergency last month. [Oregonian]
