⛺ Portland camping ban enforcement begins tomorrow

October 31, 2025 · — Rachel Monahan

Good morning, Portland! You probably don’t have $5 million lying around (that’s how much Gov. Tina Kotek is giving to the Oregon Food Bank after declaring a statewide food emergency). But she’s asking all of us to give too — if we have the funds. Each month, Oregonians usually receive $142 million in federal food stamp benefits; those will be cut off tomorrow, assuming the government shutdown continues.

If you’re in need of food, you can look up the closest Oregon Food Bank location with their food finder map or call 211 for additional options.

If you’re able to give your time, there are also volunteer opportunities with the Oregon Food Bank.

What's DC Talking About

Portland Camping Ban Enforcement Begins

People camping on the streets could face a $100 fine or up to a week in jail, starting tomorrow, when the city will again start enforcing the camping ban passed last year. But it’s not clear to service providers how it will be enforced or how an already overburdened court system will handle the cases. Plus, Multnomah County Sheriff Nicole Morrisey O’Donnell has previously said she opposes using county jails for people experiencing homelessness. [OPB]

It's getting to that point where we're literally patrolling against the government and it's feeling like an '80s Reagan punk song.

The Troops Came Anyway

On the Friday news roundup, the Oregon National Guard briefly deployed to the U.S. Immigration and Customs Enforcement facility in South Waterfront earlier this month, despite a court order. The revelations come as a trial began this week in federal district court to decide whether President Trump can send troops. [City Cast Portland 🎧]

Endless open space ready for big ideas

The second floor of the 620 Building offers an impressive 19,897 square feet of open commercial space, spanning half a city block. Connected to the neighboring Newberry Building, this expansive floor provides flexibility for large-scale offices, fun retail, creative studios, collaborative workspaces, making it a rare opportunity in downtown Portland’s vibrant core.

Where Is It?

The mural by Mario De Leon stumped everyone last week: It’s at Southeast 7th Avenue and Harrison Street.

This week’s scavenger hunt is from photographer Mark E. McClure, whose work you’ve probably seen before in this newsletter. It's also a challenge, but a pretty landscape:

Where have you seen this mural?

Please click here to send me the location — and, for unofficial bonus points, anything you know about it.

If you’re new to the newsletter, there’s a scavenger hunt (almost) every Friday. In next week’s newsletter, I’ll shout out the first 10 readers who respond correctly and reveal the answer.

📸 Want to submit a photo? Please email me a snapshot of somewhere in the Portland metro area, and we’ll consider it for an upcoming “Where Is It?” segment!
