Good morning, Portland! It's executive producer John Notarianni in for Rachel today. Even though we knew it was coming, it's still jarring: read on to find out what we know — and what we still don't know — about the 9th Circuit Court's ruling upholding Trump's troop deployment to Portland.

What's Next on Trump's Troop Deployment

The 9th Circuit Court of Appeals ruled yesterday that the President deserves broad deference to determine what qualifies as a "rebellion" — but doesn't necessarily mean that troops are imminently coming to Portland. Here's what we know:

  • On Monday afternoon, the court ruled to put a hold on the first of two restraining orders ​​issued by Oregon U.S. District Judge Karin J. Immergut.
  • On Monday evening, the U.S. Justice Department asked Judge Immergut to lift the broader second restraining order as well. The city and state will have 24 hours to respond.
  • As yesterday's court ruling only addresses the first restraining order, Judge Immergut could conceivably leave the second, broader restraining order in place (although that would almost certainly face further legal challenges).
  • Senior 9th Circuit Judge Sidney R. Thomas has already initiated a vote on whether a larger panel of 11 judges should rehear the case. A majority of the 29 active judges on the 9th Circuit would need to vote for that to happen. [Oregonian]

Changing Where Students in N and NE Will Go to High School

Portland Public Schools is proposing major changes to where this year’s seventh-graders will attend high school by redrawing the maps to change the boundaries for Grant, Jefferson, McDaniel, and Roosevelt high schools. Since 2011, students living closest to Jefferson High School have had a “dual enrollment” option, with the ability to choose either Jefferson or one of the other schools in North or Northeast. PPS will get rid of that option under all the options being considered. [Oregonian]

  • By the numbers Jefferson enrolls 391 students this year, smaller than some of the district’s elementary schools.

Burnside Bridge Rebuild on Hold

Uncertainty around federal funding is putting a hold on the plan to earthquake-proof the Burnside Bridge. Officials had planned to begin the project in 2028, with an estimated price tag of up to $1.8 billion. The Multnomah County Board of Commissioners will meet to discuss the project's future today.
