🐸 ‘No Kings’ protest, apple tastings, and a salmon festival
October 17, 2025 · — Rachel Monahan
Good morning! Prepare yourself to see more of the newly fashionable inflatable frogs this weekend: Portland is expected to see a large anti-Trump “No Kings” rally on Saturday downtown — and in a few locations around the metro area. The June “No Kings” protest was the largest national protest since Trump took office, and now there’s been increasing local dismay over possible troops.
There’s also a lot of fall activities this weekend too: apple and cider tastings along the Fruit Loop, the Salmon Homecoming festival, and a Portland Burning Man event. (And in case you missed it, there are mushroom foraging outings too.) More ideas below ⬇️

What's DC Talking About
New Facts Challenge ICE Building ‘Closure’
During court hearings on the National Guard deployment, lawyers for the federal government claimed that the U.S. Immigration and Customs Enforcement building in Portland was closed for nearly a month in June. But new revelations challenge that assertion: ICE continued to arrest people and book them at the facility throughout the time, though the public including immigration lawyers weren’t allowed in. Federal Monitoring of Police Continues
A federal judge has ordered the U.S. Justice Department to continue its monitoring of the Portland Police Bureau during the government shutdown. Portland police have had federal oversight since 2014, after a finding that officers used excessive force on people with mental illness. Federal officials had asked for a delay in responding to a new report on the city's compliance. [Oregonian]
Declining enrollment equals declining revenue equals subsequent budget cuts. Ouch. Oof.
Too Many PPS High Schools?
On the Friday news roundup, a committee charged with keeping Portland Public Schools accountable on its bond measures warned this week that the district is overspending on rebuilding its high schools given declining enrollment. In 10 years’ time, population projections show that there’ll only be enough students to fill seven of the nine high schools. [City Cast Portland 🎧]

Where Is It?

The muralist Voxx Romana was inspired after David Lynch’s death earlier this year to find a way to honor the famous filmmaker.
“From the moment I heard, I knew I needed to paint a public tribute,” Voxx Romana told the Portland Street Art Alliance.
“I wanted to honor him in the most Lynchian way possible: with mystery, color, emotion, and a touch of surrealism. I wanted to bring some of that lost golden sunshine back into our everyday world, even if just on a wall,” she added.
“It's a wonderful portrait of David Lynch,” writes reader Chris Jones. “There's a whole bunch of amazing art within a two-three block radius of this.… This whole area is a gold mine of amazing Portland street art.”
A shoutout to readers Jackie L. and Chris Jones for identifying the mural and the locations — as well as to reader Greg Lang, who identified Lynch.
This week’s scavenger hunt comes from reader Stephan Vertal:

Where have you seen this mural?
Please click here to send me the location — and, for unofficial bonus points, anything you know about it.
If you’re new to the newsletter, there’s a scavenger hunt (almost) every Friday. In next week’s newsletter, I’ll shout out the first 10 readers who respond correctly and reveal the answer.
📸 Want to submit a photo? Please email me a snapshot of somewhere in the Portland metro area, and we’ll consider it for an upcoming “Where Is It?” segment!

While I’m mostly a big user of Libby for getting e-books from our library system, the Albina library [was] a great place to escape the heat and read during this summer.
