‼️ Trump-appointed judge blocks troops — again
October 6, 2025 · — Rachel Monahan
Hello! On Sunday evening, a Trump-appointed federal judge barred the federal government — for a second time in two days — from sending in National Guard troops to Portland. Here’s what happened before that:
- On Saturday, U.S. District Judge Karin J. Immergut halted the plan for the Oregon National Guard to patrol Portland, ruling that there was nothing happening here that justified a military action. [OPB]
- Trump then sent troops from California, who were already under his control. As of Saturday evening, 101 had arrived in Oregon, with more expected. He also started deploying troops from Texas. [Oregonian]
- On Sunday evening, Immergut expanded her earlier ruling, blocking National Guard troops from anywhere — for the next two weeks, unless there’s another ruling. Immergut also scolded federal attorneys for defying her previous order. [Oregonian]
Meanwhile, a huge thank you to everyone who became a City Cast Portland Neighbor during our fall membership campaign. The campaign officially wrapped on Friday, but here’s the truth: we are SO close to our goal. If just 20 more of you join, we’ll get there.

What's CITY Talking About?
The New Trail Blazers Owners’ Billions
The potential new billionaire owner of the Trail Blazers accumulated his wealth off of high-interest car loans. In fact, in 2020, Oregon’s then-attorney general accused Texan Tom Dundon's company of “preying on residents through high-interest car loans they couldn’t afford,” OPB reports. The company settled the multistate case without admitting wrongdoing, but it wasn’t the only such investigation into Dundon's companies. [OPB/ProPublica]
Record High Office Vacancies
Portland's office real estate hit a record high vacancy rate over the last three months: 26.6% don’t have tenants. In downtown, that figure is even higher at 34.6%. [Willamette Week]
Work Requirements Hit Food Stamps
Rural counties that previously had no work requirements for food stamps are no longer exempt, under the federal bill passed earlier this year. Gov. Tina Kotek called the changes “simply wrong.” More work requirement changes are coming next year, which may prove difficult for people caring for an elderly or disabled family members and for unskilled workers or people without a degree. Back-to-School Updates
In the first few weeks since Portland area students have been back in school, a lot has been happening: There’s rising anxiety about an ICE detention near César Chávez K-8 School, and tough conversations ahead about school closures and looming budget decisions. [City Cast Portland 🎧]
