Happy Wednesday! We had a great time talking about the music that defined Portland in the 2010s, but it did leave me wondering why hip-hop wasn’t a bigger hit back then. Unsurprisingly, a look at the genre’s rise reveals a history of racial discrimination that stalled its popularity in Portland.

Governor Signs Legislation to Lower Electricity Bills

Gov. Tina Kotek signed four bills into law on Monday aimed at expanding protections for residential energy consumers and holding utilities accountable for environmental and customer protection goals. One law also creates a separate service that requires large energy users like data centers to cover their costs, instead of passing on costs to residential consumers. [KGW]

Deschutes River Restoration Efforts Fall Short

Portland General Electric installed a specialized dam in the Deschutes River to help restore fish populations 15 years ago, but that project has failed to deliver and could be harming water quality, according to a new study by a scientific journal. The study says PGE’s “selective water withdrawal tower” is releasing water that’s warmer and more contaminated, attracting invasive fish species to the river. [Willamette Week]

Portland Seeks New ‘Captain’

The city has launched a nationwide search for its first long-term administrator to assist the mayor in daily operations and oversee its $8.6 million budget. The new role stems from a 2022 voter-approved change to how Portland elects leaders and delivers services. Portland's inaugural city administrator, Michael Jordan, plans to retire at the end of the year. The job pays up to $393,000 — applications are open through Sept. 25. [City of Portland]
