Oregon Tries to Crack Down on Lottery Loopholes

The Oregon Lottery Commission is considering new rules to ban international buyers from purchasing state lottery tickets, limit bulk sales for certain jackpots, end the practice of purchasing winning tickets at a discounted price, and allow lottery winners to remain anonymous. Some of the practices have raised legal and regulatory concerns that could cost the state hundreds of millions in revenue. [Oregonian]

ODOT to Begin Rose Quarter Project Without Funding

The Oregon Department of Transportation got the green light to begin its $2.1 billion project to expand Interstate 5 through the Rose Quarter, but currently has only a fraction of the funding to complete it. It’s unclear where the rest of the funding will come from, but ODOT said delaying the project at this point would only increase the total cost. [Portland Mercury]

Oregon Under Scrutiny for Transgender Student Athletes

The Trump administration is launching an investigation into the Oregon Department of Education for allowing transgender athletes to participate in women’s sports, alleging that the policy is “trampling upon women’s rights.” ODE’s guidelines prohibit discrimination based on athletes’ gender identity, but the U.S. Department of Education says federal law overrides state law.
