What's CITY Talking About?

Curbing Teen Cannabis Use

Mental health and addiction experts are asking the Legislature to curb underage cannabis use. Surveys show many Oregon teens see little to no risk in regular cannabis use, while studies show that heavy use at a younger age puts kids at increased risk of an episode of psychosis. ‘Between Homeless Folks and City Employees’

City Councilor Loretta Smith “relentlessly hammered” City Administrator Michael Jordan, the Oregonian reports, while questioning the mayor’s proposal to cut city staff while bolstering the budget for homeless services. Her colleagues took issue with her approach, suggesting she take up the issue with the mayor himself. [Oregonian 🔒]

We got a big old system that has made things this way. It's not the tarps that are the evil, at the core of this problem.

Ending Tent Distribution

On the Friday news roundup, Multnomah County will stop distributing tents to people experiencing homelessness — except during severe weather conditions. It will save the county close to $1 million and help resolve a politically charged issue. [City Cast Portland 🎧]

Where Is It?

mural of a Black woman with her bicep showing, hair like Rosie the Riveter
The mural is relatively new, but Amalfi's Italian Restaurant has been on Northeast Fremont Street for more than six decades. (Rebecca L. / reader submission)

A Black woman business owner, Kiauna Floyd, commissioned the “PDX Rosie” mural back in 2020. As she sought to keep her restaurant, Amalfi’s, afloat during the pandemic lockdowns — and against the backdrop of the George Floyd protests — she was looking for a message that would resonate and inspire.

Plenty of our readers knew the story:

“It was commissioned by the owner of the restaurant to inspire and empower women and people of color,” writes reader Erica. “I drive by it regularly to pick up my kid from his best buddy’s house.”

It’s “a third-generation owned Black business,” writes reader Deanna S-O. “Rumor has it that Kiauna Floyd‘s grandfather picked the (restaurant's) name to be at the top of the list in the Yellow Pages. They shut down their parking lot in the summer & have live music + dining outside.”

This week’s scavenger hunt is from executive producer John Notarianni:

If you’re new to the newsletter, there’s a scavenger hunt every Friday. Please send me the location if you know it — and for unofficial bonus points, anything you know about it. In next week’s newsletter, I’ll shout out the first 10 readers who respond correctly (and reveal the answer).

📸 Want to submit a photo? Please email me a snapshot of somewhere in the Portland metro area, and we’ll consider it for an upcoming “Where Is It?” segment!
