🔥 Will Oregon taxpayers foot wildfire bills?
February 7, 2025 · — Rachel Monahan
Good morning, Portland! The Portland Winter Light Festival starts tonight. I’ll be there, but if you’re not going, read on for other ways to enjoy the weekend ahead ⬇️

What's CITY Talking About?
$150M Practice Facility for Thorns and WNBA Team
The Portland Thorns and Portland’s future WNBA team will have a shared practice facility, starting in 2026. The owner of both teams is refurbishing a Hillsboro office building previously used by Nike. [Oregonian]
City Hall Strike Averted
The city has reached a deal with two labor unions, narrowly averting a strike. One of the two contracts is expected to include $22 million in new spending. [KGW]
Crows Like Downtown
You might see flocks of crows congregating downtown right about now. They find it inviting this time of year because it’s "safer and warmer" than outlying areas, scientists explain. [KOIN]
Plain and simple, they want to shift costs to Oregonians.
Who’ll Pay for Wildfires?
On the Friday news roundup, PacifiCorp has gone back to court to avoid paying victims of the 2020 wildfires — and now they’re headed to the Legislature to try to make sure taxpayers help cover the damages.

Where Is It?

Last week’s photo is of the wall above the Rose City Food Park, which has been around since 2012. The food cart pod may get less attention than some others around town. But it has tasty offerings and devoted customers, including many readers:
“The breakfast burrito from Rocket Breakfast was awesome!” — Alan Baylis
“They have great bathrooms for food carts!” — Jennie H
“Good food choices.” — Paul Diener
“The best PDX coffee is here: J Vein Caffè — Mel Maehara
“There is a food truck there where they grill the best BBQ chicken I've ever had. Chochu Local, run by a family from Guam with island hospitality and flavors.” — Annie
“My kid's favorite Mexican cart El Guero has been here since she was small. They seem to be open even when other carts are not and the woman has always been incredibly friendly to my kiddo.” — Amy
A shoutout to the rest of the first 10 readers to respond correctly: Kayla Kennett, Sarah McCready Johnson, Thomas Vanderpol, Emily B, and Erica Blair.
This week’s scavenger hunt comes from reader Stephan Vertal:

If you’re new to the newsletter, every Friday there’s a scavenger hunt. Please send me the location of this mural if you know it — and for unofficial bonus points, anything you know about it. In next week’s newsletter, I’ll shout out the first 10 readers to respond correctly.
For regular readers, I’m asking you to submit responses in a relatively new way: Please click here to send me the location — and anything you know about it. (But if it’s easier for you, feel free to continue to email me instead.)
📸 Want to submit a photo? Please email me a snapshot of somewhere in the Portland metro area, and we’ll consider it for an upcoming Where Is It? segment!
