$25K for Tips on Ballot Box Fires
The FBI is offering a reward of up to $25,000 for tips related to the ballot box fires in Portland and Vancouver, Wash. Law enforcement believe the suspect is a white male in his 30s with a knowledge of welding and metalworking. [AP]
Lake Oswego Must Allow Lake Access
An Oregon judge has struck down Lake Oswego’s rules limiting access to its lake, which only residents have been allowed to enjoy. The city has a right to place limitations on visitors to address risks but cannot deny the public their right to enjoy the public waterway. [OPB]
Zenith Permit on Hold
In an unexpected decision, the state has put Zenith Energy’s air quality permitting process on hold. During an unannounced inspection earlier this week, Department of Environmental Quality staff discovered a dock that the company was using and had failed to disclose. The state’s decision won’t halt operations. [Oregonian 🔒]

Shift at City Hall on the Environment?
On the Friday news roundup, how might the new City Council might approach environmental issues? Portland voters expressed concern in a poll earlier this fall over how the new City Council would address Portland’s Clean Energy Community Benefits Fund and the Zenith Energy oil terminal. Where Is It?

This new street mural, on Northeast 131st Place, is the city’s largest, measuring 835 by 44 feet.
It’s part of a project by the nonprofit Pathfinder Network to address gun violence in the community. Like other street murals, it also aims to promote traffic safety by bringing community together, Bike Portland reports. Parkrose High School students designed the mural and 200 volunteers helped paint it in September.
