How law enforcement nabbed a suspected Portland serial killer

July 18, 2023

Good morning, Portland! It’s a good day when a threat to public safety is behind bars, though it’s horrific that we had a possible serial killer on the loose.

What's CITY Talking About?

Support for Portland Street Response

Dozens of organizations and lawmakers are calling for an end to a hiring freeze and continued investment in Portland Street Response, the city’s alternative to sending law enforcement to mental health crises on the streets. The public lobbying campaign comes after City Commissioner Rene Gonzalez moved to halt an expansion of the program to operate 24/7. [OPB]

Federal Judge OK’s Measure 114

A federal judge has ruled Measure 114 legal under the U.S. Constitution's Second Amendment. That’s the gun law that was passed by voters last year, banning the sale of high-capacity magazines and creating a gun-permitting system. The law remains on hold because of a separate challenge in state court. [Oregonian/OPB]

Suspected Serial Killer Apprehended

Law enforcement has apprehended an suspected serial killer, whom officials believe is responsible for the murder of at least four young women. (Up to five women have been identified as possible victims.) Jesse Lee Calhoun was released a year early from prison, in July 2021, after fighting forest fires as part of a clemency program. Where Is It?

The Bill Naito Legacy Fountain has a poem carved in its steps that celebrates Portland’s immigrants. Naito (1925-1996) was the son of Japanese immigrants and became a civic leader. With his family, he led the redevelopment of Old Town and at one point owned the Galleria mall. Near the Saturday market, the Naito fountain is along Naito Parkway (which is named for him too).

Shout-out to readers who correctly answered this scavenger hunt: Brian Catterson, Andrew Morgan, Helen Yoon, and Brian Finlayson, as well as Miriana Clark, who wrote: “This was the first place I ever saw mermaids and a merman. It was not a parade, just a hot day, and 3 of them were just lounging in the fountain. It was awesome.”

Where is this joyful girl in boots? I’m imagining they are bright red. And who is she? Know the answer? Email me.

Behind the Scenes at Portland’s 911 Dispatch

Portland’s 911 line has come under fire recently for long hold times and slow emergency response. But just this month, they scored a big win; one of their dispatchers, Stephen Zipprich, was named North American 911 Dispatcher of the Year. Today we’re talking with him about everything that goes into being a 911 dispatcher.

The caller that I'm talking to when I answer the phone, that person is my world for however long that call goes.
